About

The Zeitschrift für ausländisches öffentliches Recht und Völkerrecht (ZaöRV)/Heidelberg Journal of International Law (HJIL) has been published since 1929 under the auspices of the Max Planck Institute for Comparative Public Law and International Law, Heidelberg.

The journal is a forum for discussing fundamental and current issues of public international law, European Union law, comparative public law, and occasionally topics in the domestic public law of EU member states and beyond. It publishes contributions by authors from all over the world, with a wide gamut of scholarly methods and outlooks. The ZaöRV/HJIL particularly seeks to discuss controversial issues, in line with the Institute’s commitment to problem-oriented foundational legal scholarship.

The journal is bilingual (English and German). It thereby continues to serve the German-speaking community. All German pieces are made visible to the international readership by their English abstracts and translated titles.

Review Process

HJIL/ZaöRV is a peer-reviewed journal. The peer review is double-blind: Neither the reviewer nor the author knows the other’s identity.

Notification of acceptance, rejection or request for revisions will normally be given within 12-16 weeks after receipt of the manuscript.

The Managing Editor pre-screens all manuscripts and either rejects them or sends them out for review. Manuscripts which do not fall within the Journal’s particular areas of interest or are manifestly substandard are rejected by the Managing Editor without prior peer review.

The Managing Editor contacts suitable reviewers from the Members of the Academic Advisory Board or the broader international academic community. Reviewers use a detailed review-form.

On the basis of the peer review, the author might be invited to revise and resubmit the manuscript. After the review and possible revisions, the Editors and the Managing Editor decide on the publication of the manuscript. The Editors are not bound by the reviewer’s recommendation. If need be, the Managing Editor or the Editors can solicit additional reviews. The Editors and the Managing Editor decide on the publication jointly by consensus.

The evaluation process takes account of several criteria: while the emphasis is on the quality and the innovative character of the article, other criteria, including the balance of topics, the Journal’s particular areas of interest which may change over time, the fact that something similar has already been commissioned, and other factors may influence the final decision. Therefore, a rejection of a manuscript does not necessarily reflect a judgment about the quality of the manuscript submitt.

Authors need to agree that each submission will automatically be screened for plagiarism as part of the review process.

As an Institute of the Max Planck Society we are committed to the principle of open knowledge. Therefore, we provide immediate Open Access to the contents of the ZaöRV/HJIL, beginning with issue 1 of 2021. We thereby seek to facilitate the global exchange of knowledge. The full texts of all contributions published after 2020 are available in the Nomos e-Library. Previous content is permanently stored and freely accessible on www.zaoerv.de.

In line with the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities, users are allowed to read, download, print, copy, use, distribute, publicly display, make and distribute derivative works, or link to the full texts of the articles, or use them for any other lawful purpose, without asking for prior permission from the publisher or the author subject to proper attribution of authorship. Starting with issue 1 of 2021, all content of the ZaöRV/HJIL are published under the Creative Commons BY SA 4.0.

Authors publishing in this journal retain the copyright and full publishing rights without restrictions. They are not charged any fees (i.e. no article processing charges or submission charges). All content of ZaöRV is also available against a fee in the database beck-online with added features.
